Is there a way to check inside of an ActiveX task whether or not someone is
trying to cancel the execution of the package? I noticed that the package
doesn't actually cancel until a step completes.

No. There is no exposure on the events whereby you can cancel the
package. You get this sort of functionality if writing your own custom
tasks though.
