Is it possible to add an owner password to a package without opening it in
the package designer and choosing Save As?

Not really. You can do Save As through the object model, in code, but this
has the limitation of loosing any layout and annotations you have for that
package.

Thanks, Darren. That's what I thought. I've a bunch of packages which were
saved without passwords that I want to change, and they're used in scheduled
jobs. Since Save As won't permit overwriting the original with the same
name, I'll have to bite the bullet and edit the package name in each job,
also. Not hard, but potentially error-prone, given my typing!

Top tip-

Since DTS loads into memory, you can open the package at it is then held
locally. Then go and delete the package from the store, whichever one
that may be, maybe use a different session of Enterprise Manager. No do
Save As, and you can use the same name since the package it clashes with
no longer exists. Just make sure you do save it otherwise it will be
lost. Just to be safe I'd take a quick backup of all packages first.

For a quick backup option, with package level granularity try-

DTSBackup 2000
