add first step

I have a dts package that has multiple file transfer tasks. None are
dependent on the other. I want to add a new Execute SQL task but I want it
to execute as the very first step of the package. How do I do this?

You add workflow between the ExecuteSQL task and ALL you FTP tasks.
That way when the FTP task finishes the FTP tasks will all go.
