LOL! LOL! LOL! You can try. If you don't have DTC configured as a
clustered resource, you will have one of two things happen.

1. You won't even be able to start the installation of the cluster
2. The installation will start and then fail part way through

It doesn't matter if it is Windows 2003 Server or Windows 2000. This is a
step that absolutely MUST be done before you proceed with the SQL Server
install.

This is not quite correct. Setup does not use MSDTC and MSDTC does not
have
to be installed in order to install SQL Server 2000 on a cluster. MSDTC
only needs to be installed if you plan to make use of distributed
transactions.

To have the virtual server install option you must have the Enterprise
Edition CD and an available (unused) shared drive on a Windows cluster (you
will get a warning if you try to use the quorum drive, it is NOT
recommended that you do so, you CANNOT use a shared drive that has another
SQL Server instance on it).

If you are trying to upgrade from a standalone to a clustered instance, the
option will only be available if the binaries are on the local drive and
the data is on a shared drive that does not have another SQL Server
instance on it.

Remember that you must install SP3 for SQL 2000 Server, even before anything will work on clustering...
