if I have a cluster of servers ( 2 to be exact), do I need
one copy of sql server or one for each server ?

One license of SQL Server Enterprise edition will suffice in an
active/passive scenario. Another fine example of Microsofts licensing
policies, because if you want to use Exchange 2003 in an active/passive
clustered environment you need two licenses. A word of advice to anyone
looking around for a clustered solution : check, doublecheck and check again
for everything concerning licenses !

You license the number of SQL Server instances that you have clients
connecting to.

If you have a single instance cluster, you need only 1 SQL Server license to
cover the single instance that is being accessed.
