is there are a way to load balance SQL server using
windows 2000 server cluster?
i mean active/active cluster for sql 2000 over the same
instant of sql not 2 instant.

You can not have more than one database/instance/anything pointed at the
same MDF/LDF. Hopefully this will be addressed in the future. Any type
of load balancing would be splitting databases not a single database.
