There is no such thing as a SQL 2003.

However, assuming it was a typo, the answer is that it does require its own
cluster because you can't put it on the same cluster as Exchange Server
2007.

SQL, is not like Exchange Server 2007, though, in that SQL does not provide
its own replication mechanism that will allow similar behavior. For SQL, you
will need a shared storage environment to hold the databases and the
transaction logs.
