Hi,
I have submit an internal report to our product team, however regarding
your concern, "Why in the world would MS write new code that would use
netbios rather than a FQDN?", I think that the product team should have
marked this issue in SQL Server 2005 service package setup program, however
maybe due to lack of band width and very few people encountering this
issue, they have not added it to the fixing plan.

I recommend that you give Microsoft feedback at
https://connect.microsoft.com/sql so that our product team can hear your
voice directly and other people can vote on it. You will also be able to
get email notifications from our product team when they respond to you.
