Retrieve a row of records but take very long time. Cluster?

Hi,
Sometimes, in my application, when i browse a
record, it takes very fast 1/2 seconds but sometimes it
seems like hang there and take a very long time around 10
minutes to finish, is it because of clustering?

How to check and prevent from clustering?
