The problem here is that if they are brought up at the same time, you may
have problems with them both trying to grab the quorum or other resources.
If both nodes are down at the same time, they should only be brought up one
at a time. You should bring up the first one and then after it is up and has
gained control of the resources, then you can bring up the second node.
