Ahh. The light goes on.

MSCS Clustering does not differentiate partitions, only physical disks as
disk resources. Thus, the quorum resource group owns the entire physical
disk, not just the quorum partition. Enterprise Edition setup should allow
an 'Advanced Options..' choice that brings up the Clustered SQL maintenance
options.
