Hi All
Is the SQL Post SP3a cumulative recently released by
Microsoft Cluster aware? If not, does one apply it to the
standby node first, then force the failover and then apply
it to the primart node?

If you are referring to 8.00.760.009, then yes, it is cluster aware. Actually, it seems that all post 8.00.811 hotfixes are cluster-aware.

SQL Server 2000 hotfixes are installed on both cluster nodes at the same
time. You should run the hotfix installer program on the node which is
currently running the SQL Server resources in the cluster.

There is no need to apply the hotfix to each node separately. Hotfix
installations may start and stop the SQL Server service several time to run
scripts and configure the server, so you should plan a brief downtime to
install them.
