Am I right in saying that you can't implement a failover SQL Server 2000
cluster using NAS? Ie - you have to be using direct attached storage (like
a big SCSI array) correct?

Yes you are correct. It must be SCSI or fiber.

AND as you'll find over and over and over again, don't use a NAS for
databases.
