Does the MSDN subscription allow me to set up an active/passive cluster for
test/dev ? TIA

Its does provide all the neccassary software:

SQL Server 2000 Enterprise Edition.
Windows Server 2003, Enterprise Edition.

It does not provide the expensive hardware though
