You cannot create a clustered resource out of two local instances of SSIS.

You also do not need to. SQL will use the SSIS engine on whatever node SQL
is running on. Simply install SSIS on both nodes.

No necessary. If you really want to cluster it, you can, but it's not
recommended and doesn't really add any value (but does add potential
problems). See Books Online for more details
