Nm about the cluster account being a local one, had a brain fart there has to be a domain account. Make sure that it's in the local admin group though. If it's a system account then I would change it to a domain account and give that account admin on both machines. Also is the SQL server service account in the administrators group? If not put it there. Then you'll know if it's a permissions issue. If it is then you can troubleshoot what permissions it has and what it needs. Go to the entry for "Microsoft WMI Provider Subsystem Host" right click and select properties. Click on the security tab. Look at the Launch and Activiation settings. If they are set to customize click Edit and add the Network Service account there.
