Here is the licensing overview from Microsoft. It includes the basic rules
for failover clustering under the heading "
PASSIVE SERVERS / FAILOVER SUPPORT"

Thanks a lot. So basically for an 2 node active/passive cluster with
identical servers, on needs:
2 x Windows Server 2008 R2 Enterprise licenses
and
1 x SQL Server Standard or Enterprise License.
