It appears that you are trying to configure a multiple instance SQL Server
failover cluster. In order to achieve this goal you will require at least
two servers, shared storage device (blessed by Microsoft), public network
and a private network for the cluster heartbeat communications. In
addition, you will require separate LUNS or partitions for each SQL Server
Instance and the quorum.

You will then need to first install Windows Clustering

Windows Server 2003 Cluster

http://www.microsoft.com/downloads/d...displaylang=en

Then install SQL Server Clustering x 2

SQL Server Cluster

An excellent resource which covers your exact configuration and step by step
installations for Windows, SQL Server including prerequisites is located in
the failover chapter.
