Authentication no longer requires Active Directory?

I have read this great bit of news, however I cannot find any documentation
on how to configure it. Can someone point me in the right direction?

Authentication can be done using a local security account manager or by
using Active Directory Application Mode. However, this does not change
anything for server clustering.

For server clustering, you must have a domain. The domain is needed to
support using computer accounts and service accounts for clustering.
