What steps are needed to implement active active clustering, we currently have active passive?

Add new disk resources and install a second SQL instance using those
resources.

Just to make it very clear, you are installing a second SQL image which is
using its own IP address, its own Network Name, its own Disks, its own
database files, and running its own databases. Nothing but really NOTHING is
shared with your first SQL instance.

Active/Active means you are running 1 SQL instance on node 1 and a second
SQL instance on node 2. The instances are completely independent from
eachother
