What would be the best approach and secure.

Step 1: Create Master Key.

Step 2: Create Symmetric Key Ecryption by Password

OR

Step 1: Create Master Key.

Step 2: Create Certificate

Step 3: Create Symmetric Key Ecryption by Certificate
