I wanted to involve in Postgres beta testing. I want to the test the Windows
Beta version.

I have downloaded the below

ftp://ftp4.ar.postgresql.org/pub/mir....0.0-beta4.zip

Is this the right version for Beta testing? I am consfused

Sounds like it's an issue with your PATH.
