Run postgresql-8.0.msi click 'Next' until you get to the "Installation
options" page, Scroll down to the development node and select "Will be
installed on local hard drive". Then expand the node. None of the
sub-features have been selected for installation.

At least one of those sub-features should have been enabled for
installation.

TIP 7: don't forget to increase your free space map settings

This is not a bug. You need to select "Entire feature will be installed
on harddrive" to accomplish that. This is the standard way Windows
Installer works.
