Solved ... need debian package libmysqlclient14-dev

mysql version running
Server version 4.1.10-Debian_4-log
Protocol version 10

confirming version of libmysqlclient
mytp:/usr/local# apt-get install libmysqlclient14

mysql++ ./configure
checking for mysql_store_result in -lmysqlclient... no
configure: error: Could not find working MySQL client library!
mytp:/usr/local/mysql++#
