I'd like to know the names of any implementation of temporal dbms available
around. If they are open source it's better for me.

Temoral - related to TIME

so a key features of such a database is tracking the data as it changes
over time. It can be done within a relational DMBs but I know there was
some research on databases specifically designed for this.

maybe the other person should post in comp.databases.theory. Right now
I do not recall any products, but I haven't been looking for them
either.

look up Rick Snodgrass at the University of Arizona; he has been doing
this for a few decades now.
