Pretty much any one would satisfy the requirements, vis-a-vis storage.
That's downright tiny, and it would not be particularly challenging to
store that quantity of data on a handheld computer like a PalmPilot.
What will be vastly more important is the nature of your needs with
regard to data entry and reporting.
I'm sure any xBase implementation would have no trouble with it; ditto
for Borland Paradox, Lotus Approach, and even Microsoft Access.
There might very well be some sort of custom shareware package
available; you might search for that on Google, or in some software
archives, such as TuCows...
