There is no meta data on the files.
I need to create a relational design and document meta data seperately.

I have to invent a conceptual schema and determine how the files
relate to one another. I think a high level ER model would be a good
starting point follwed by relationships and then DDL scripts to
migrate the data?

Where would be the best place to deocument metadata?
Part of E-R diagram or seperately? If so where?
