I have all these db_vista files that I need to be able to export to
some usable format. The problem is, I don't have the dbexp.exe that
comes with the development tools as this file format was used as a
database for a program that didn't supply the dbexp tool.

Does anyone know where I can obtain this tool or where I can find
something that would export the data.

Are there any specs on the file format that I could use to export the
data myself?

Google searches have turned up hardly any info.

I don't know if this dbexp would still be covered by any licensing
agreements prohibiting distribution because from what I've heard, the
company went out of business. So, if someone has this lying around,
would you be so kind as to send me the executable to dferns at
sympatico dot ca?

If all else fails, ParseRat (http://www.parserat.com) may be of help.
Lots of people have used it to extract data from obsolete or proprietary
formats. Since the data is likely in fixed length undelimited records,
you'd probably want to run it in its generic binary mode.
