Fox 2.x tables were standard DBF files.
Code was stored in ASCII files, *.PRG mostly.
So, as long as you have the code itself, versus only having the
compiled binaries, you can read it by using any editor.
If you don't have it, a Fox 2.x dev environment would not help
much, you'd need something like Refox then http://www.hallogram.com/

In addition to Stefan's information, you could use any application that handles standard .DBF files to view the data - Access can and Excel can as long as there aren't more than 65K records in the table.
