Unable to recover master. Errorlog states "No such message: 624" -

I am trying to start my 11.9.2.5 Sybase dataserver. I am unable to
start it because it states it can not recover the master database.
The errorlog has an entry in it that states "No such message: 624"
after which startup fails and it shutsdown. Is this message refering
to Error Msg 624?
This server used to belong to another group. I do not have a backup
of master nor do I have any information about the system tables. I
have thought about rebuilding the master device and manually fixing
the system tables for the user databases, but I have no way of knowing
what devices were configured for each of the user databases.
Is there any way to get this server to start? Here is an excerpt of
