Are there any graphical interfaces to manage a sysbase SQL database?

Depends what you mean by managing. Basic client connectivity to the Adaptive
Server can be done by SQL Advantage, there's also a Java client, jisql,
though I dont use it. Sybase Central is a management GUI to control logins,
databases, tables, etc. You can add plug-ins to examine repservers as well
as ASE. You can also get third party software to do the same. DBArtisan is
one. Then there's monitoring tools that can do much more. Depends what you
want to achieve.
