A new database is created with the command 'create database your_db ...'.
This requires an ASE server to exist and be running.

If you want to create a new ASE server --which is what I suspect you're
after--, and you want a command-line tool for this, download 'sybinit4ever'
from www.sypron.nl/si4evr.html .

You also need to have device the database will be created on. This is
done with the "disk init" command.
