I agree with your point. My feeling in this case is that the way
partitioning is implemented in PG (inheritance) does not make easy for
developers to implement the optimizations that you (and us) may wish.
But I am not a PG developer, nor have the skills to become one, so it is
just a feeling. Probably a PG developer can give you a better answer
about the likelihood to improve the optimizer behavior in partitioned
tables.
