Reboot Problems -

Dear All,
I successfully installed 7.4.2. However when I was forced reboot my
computer and tried to access a database I received the following
error:
psql: could not connect to server: No such file or directory
Is the server running locally and accepting
connections on Unix domain socket "/tmp/.s.PGSQL.5432"?
I then tried /usr/local/pgsql/bin/pg_ctl start but:
FATAL: could not open file "/var/lib/pgsql/PG_VERSION": Permission
denied
postmaster successfully started
Could someone point out what I was doing wrong. I ended up
reinstalling psql - not too bad this time as all the files were backed
up. I'm sure its something simple.
btw I run a c-shell on Redhat 9.0
