Does anyone know what WIN.PROGS routing would take care of the above
issue? I need to do this via uniBasic using IBM/U2/uniVerse.

Take a look at the WIN.SERVER subroutine. There is a reference to HOSTPRINT
and LOCALPRINT commands.
