any creaky old ssh servers still run mere version 1 of the ssh protocol,
but tunneling relies on this feature of ssh version 2.

At our shop we'd do as you proposed, but for clients out in the field we
install free download Cygwin that emulates linux on top of windows. Not
a very detailed emulation, but good enough to offer an ssh server, and you
can, with a little effort, use the linux commands in windows command shells.
So I can get a basic program of d3 to shell-out to windows to run a few
favorite linux data-massaging commands instead of writing proper substitutes
in basic... Though admittedly Cygwin can be cranky to install. I dread
the day our most physically-distant client asks us how they can reinstall it
after some massive server meltdown and whole-box replacement...
