"Per Se" has surfaced on the OpenQM site:

Performant Systems has developed the PerSay MultiValue Software Design
System, a commercial grade tool for developing screens and reports for
Multivalue database systems. This product is free Open Source, under
the GNU Public License.

Is this what/who you're looking for?
