This is absolutely typical of the UK. When something productive needs to be
done, it attracts flocks of be-suited lunatics who show each other Power
Point presentations until nearly all the assigned budget has been absorbed
on their worthless shiny-trousered asses. Then one ill-educated paddy armed
with a shovel is is then persecuted and humiliated for not being able to
complete the task according to the spreadsheet. Of course, in the public
sector the funds are potentially endless, so it never gets past the 'suit
stage'
