IP addr Disconnected -

When I do a dev-list, on certain lines I get the message "TELNET
(Client) IP addr Disconnected" and I cannot get those ports back unless
I reboot D3/NT. What does that message mean, and how can I get those
ports back without a reboot?
I use a mix of old Wintegrate and new Accuterm sessions. Accuterm allows
me to nail it to a specific port, but Wintegrate doesn't. So what I've
done is given the Accuterm sessions nailed port numbers above port 30,
reserving the ports below 30 for Wintegrate. That works fine, until I
lose enough of the ports below port 30 to this "IP addr Disconnected"
issue. Then I don't have enough ports below port 30 for my Wintegrates,
and they begin to log in above port 30, which causes all kinds of problems.
I've done a dev-remov and dev-make on those ports, but those commands
don't give me back those IP addresses. They only give me other ports and
the originals stay lost.
