After {binary mode} download shows as 3,134KB in Windows Explorer.
Right-click Properties shows size as 3.05MB (3,208,704 bytes), 3,211,264
bytes used. Execution at a command prompt window shows normal
completion, with '67 file(s) unzipped successfully' message at the end.
I didn't run setup.exe as your results already differ markedly from mine.
I'm guessing you used windows telnet at the command prompt and
forgot to issue the BIN command at the ftp> prompt before doing
your GET command. Windows ftp seems to default to ascii mode
transfers, not binary. That ftp site is ip address 64.165.251.134
