That was my first reaction, too. But once again we were
wrong, and 'the Gravagno One' was correct. I like site

Winter time is sometimes called "God's time" since
that is when high noon on the clock most closely
coincides with the observed solar noon.

If your regional government indulges in DST, then
during the summer your clocks show the solar time
of your neighbors living one time zone to the East.

Say, is the solar position closest to the indicated
clock noon for people in the center of their assigned
timezone, or for people along one edge?

No, USA DST does Start in autumn, but there are so many references to
the contrary that fighting it is futile. If I had said originally
that DST starts today then there would likely be more arguments than
from just a few argumentative purists.

The answer to that would be that there is no firm rule. Since
timezones are drawn according to political lines rather than the
meridian, zones have no "center" and someone on the edge at one
latitude might be more in line with solar noon than someone elsewhere.

The geek in me says...:
Factor in equitorial bulge, precession (orientation to the solar
ecliptic plane), slow down of Earth's rotation due to gravitational
drag, and other factors, and we find that the answer to your question
might change for any individual standing in the same spot continuously
over the course of one year, over the course of each 26 thousand
years, and over the course of a few million years - and by then zones
will be changed or not observed at all by the cockroaches that will
dominate the planet, so I guess this is all moot.

the world normally has to put up with. (Errr...Yes, Mum... "up with

I think you are all wrong - what is actually happening is that BST
(British Summer Time) is ending and GMT (Greenwich Mean Time) is back
in force !
