After 19 years on R83, ApPro and D3/Linux I got a message I have never
seen before. I tried to broadcast a message to all the terminals
using MSG * and got the above message, [544] Target Line is
Roadblocked. Does anyone know the cause or solution

It means the target line is "output" roadblocked. It's output buffer is
full and it has sent the system an X-Off that says "don't send me anything
right now, I'm busy."

You can use PIB-STAT to get the status transation of that code you see in
the WHERE command.
