Well, Developer 6i will do the best. I think.
For you would it be better to move 8 to 10g server.

We are currently stuck with an 8.0.6.3 database due to running Oracle
Applications 11.0.3 but have newer systems running 10g. The 9i client
will connect to everything from 8 up to 10g (never had 7.3 and haven't
installed 11i yet) so it's probably the most flexible. However we did
install a 10g client to handle our 10g systems.
