This should be "connect / as sysdba" or "connect sys as sysdba".

This either means that Oracle is not running, or your environment is not
set up correctly. If you are connecting locally, make sure that your
environment variables are defined correctly. If you are connecting
remotely, make sure that your listener is configured properly.
