Hi,
It's not clear to me, is XE still free if delivered to a customer as a
part of a software package ?
Can someone help ...

Just remember that XE doesn't get maintenance and as such carries an
ongoing security exposure.

If you are looking at buying a package from someone with it rolled in
then check with that vendor.

If you are planning on delivering a package like that then seriously
talk directly to Oracle and clarify all the details and get it
documented.
