oci.dll error from .net - 09-23-2004 , 12:09 AM

Hi , we r working in oracle 9i.If we connect to the oracle 9i server
from my .net , it is telling the error

oci.dll not found & some thing like that.

but it is connecting thru sqlplus client.

What is the probs in the .net for conecting to the oracle.
