Our dataguard is on our test RAC.

so far on TEST-RAC, we have two Oracle HOME, buth at 10.2.0.2, one for
test database and another one for dataguard. We want to upgrade TEST-
RAC to 11.2.0.2,

To do that, we need to upgrade clsterware on TEST-RAC to 11g first. So
the situcation will be like this:

PRIMARY, clusterware, 10.2.0.2, database, 10.2.0.2
dataguard, clusterware, 11.2.0.2, database 10.2.0.2

will that be supported?

Yes; I know of at least one site running a 10.2 database using an
11.2.0.2 ASM instance which requires the 11.2.0.2 clusterware; it
works just fine and afaik Oracle supports it.
