Has ovm manager to by always powered on? -

Hello everybody,
I'd like to install vm server and the vm manager inside of a domU (a
virtual server). Does the vm of the vm manager has to be powered on
always or can I configure the virtual servers and the pool via vm
manager and after the work is done I power down the vm manager's
virtual server and have more ressources left on my physical server?
Another question is, can I run 5 (6 or even 8) virtual servers
simultaneously on a physical server with only 4 cpu cores or have I to
use one core for one virtual machine?
