Is it normal to pay for dev/test database ?
What is the general price policy ?

Part of the answer depends on what kind of License you purchase: cpu
vs named, and how you configure your environment such as placing test
and production on the same machine. You can get your license to cover
a single or multiple machines. If you buy X number of named users
some of them can be production and some can be test/development.
There is a lot of variety in the license process depending on what is
negotiated. Oracle definition of 'development' is also a factor.

Yup ... for shops that look at licensing agreements and understand
their obligations ... completely normal.

You may have the flexibility to handle some of this stuff with named
user licensing etc.

Do your home work and look at all the documenations. Think hard about
this area.

Whatever you can negotiate ... don't ask = list pricing for the most
part.
