Is it possible to upgrade just the RMAN from version 9i to 10g without
upgrading the database?

If so:

1. How do you do that?
2. What issues/problems one might encounter when using 10g RMAN
executables against 9i database?

Simple answer: No.

It's unsupported for backup and duplication. You CAN restore a 9i
RMAN backup with the 10g executables, but that is the only supported
operation. See Metalink Note 369644.1.
